For three days last week, Muscat hosted an ITU body that advises the organisation on digital innovation and entrepreneurship. The fourth meeting of the ITU Digital Innovation Board ran from 11 to 13 October 2026, with the Sultanate of Oman as host through the Telecommunications Regulatory Authority (TRA), according to TRA's announcement. The agenda covered regulatory sandboxes, startup support and digital skills. Delegates also visited Omani regulators and startups. The board has not yet published any decisions.

🔑 Key Takeaways

  • Oman, represented by TRA, hosted the fourth meeting of the Digital Innovation Board from 11 to 13 October 2026, TRA confirmed. The board belongs to the ITU's Innovation and Entrepreneurship Alliance for Digital Development.
  • The board has 38 members worldwide, Tanzania Insight reported. Before the meeting, TRA said 32 participants were expected.
  • Delegates visited TRA's headquarters, its Radio Monitoring Station and Omantel Innovation Labs startups, according to TRA's field visit report.
  • Dr Ali bin Amer al Shidhani, MTCIT's Under-Secretary for Communications and IT, told the opening session that Oman "had embarked on developing its own digital economy roadmap," Oman Observer reported.
  • As of 19 October, we found no published resolutions, partnerships or project announcements from the meeting.

🌍 What happened in Muscat

The meeting opened on Sunday 11 October. It was due to close on Tuesday 13 October with a session to review the main outcomes and agree the board's future work plan and next steps, according to TRA's opening-day release. The opening was attended by Dr Ali bin Amer al Shidhani, TRA Chief Executive Eng Omar bin Hamdan al Ismaili and Dr Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development Bureau.

According to TRA, the programme included:

  • Setting the alliance's strategic direction for its next phase
  • Reviewing results from ITU acceleration centres, outputs from the expert network and strategic foresight studies
  • Panel discussions and working groups on innovation, entrepreneurship and future programmes
  • An exhibition of Omani telecom and IT companies

Oman Observer reported that the exhibition included small and medium-sized enterprises working in digital innovation.

🏛️ What the Digital Innovation Board actually is

The board advises the ITU on promoting digital innovation, entrepreneurship and inclusive digital economic development, Tanzania Insight reported. Tanzania's regulator, TCRA, attended the Muscat meeting. The same report says the board works through three platforms:

  • Expert Network: shares knowledge between members
  • Digital Transformation Lab: builds technical capacity
  • Network of Acceleration Centres: helps move innovative ideas into implementation

According to the same report, Tanzania already has innovation acceleration centres operating in the country. Oman has not announced any plan to join that network.

🔭 What delegates were shown

On 12 October, board members visited three Omani sites, TRA reported:

  • TRA headquarters: Delegates were briefed on the Nafath initiative, which aims to build national talent among independent workers, and on TRA's internal digital transformation projects.
  • TRA's Radio Monitoring Station: Staff showed how the station monitors spectrum use and helps make sure it is used efficiently. This matters as demand for spectrum grows from 5G and private networks.
  • Omantel's headquarters: Delegates met startups hosted at Omantel Innovation Labs and saw their technical solutions. The labs' accelerator appears in our guide to startup and AI programmes open in Oman this fall.

📋 The policy themes on the table

In its pre-event announcement, TRA listed five discussion themes. Several match open questions in Oman's own digital policy:

  • Flexible, experimental regulatory environments that can keep pace with fast-moving technology
  • Support for startups and SMEs
  • Enabling emerging technologies and open innovation
  • Building digital skills and capabilities
  • Stronger public-private partnerships

🗣️ What officials said

Al Shidhani said he hoped the discussions would identify new digital innovation opportunities and partnerships, Oman Observer reported. He did not say how the roadmap he mentioned relates to the 2026-2030 digital economy plans we covered in March. Al Ismaili said hosting the meeting "reflected Oman's commitment to contributing to international discussions" on innovation. He called digital transformation "a key pillar of Oman Vision 2040", according to Alroya and Oman Observer. The ITU's Zavazava summed up the board's priorities:

"Bridging the digital divide, addressing gaps in digital skills and accelerating digital transformation."

- Dr Cosmas Luckyson Zavazava, Director, ITU Telecommunication Development Bureau, as reported by Oman Observer

⚠️ What we still don't know

The closing session was meant to set the alliance's future work plan. However, neither TRA, the ITU nor Omani media had published any decisions, commitments or new partnerships from the meeting as of 19 October. Tanzanian coverage described the outcome only in general terms, saying participants discussed ways to strengthen innovation and digital transformation globally. No Omani company or institution has announced an agreement resulting from the meeting.

The meeting also comes weeks after Oman's ratification of the Digital Cooperation Organization charter. Both show Oman taking a more active part in international digital policy bodies.

🇴🇲 Why this matters for Oman

Hosting an ITU advisory board gave Oman's regulators and startups direct access to people who shape ITU innovation programmes, including its acceleration centres and expert network. Delegates saw Oman's spectrum monitoring station, the Nafath talent initiative and Omantel's startup labs. These are concrete examples of Vision 2040's digital goals, not just policy documents. Whether the meeting produces anything lasting depends on follow-up: for example, an Omani acceleration centre within the ITU network, joint programmes for Omani SMEs, or details on the digital economy roadmap Al Shidhani mentioned. Until any of these is announced, the meeting raised Oman's profile but has not yet produced commitments for Omani startups.
